ACF Pro not being detected?

Hi Team,
I’ve recently installed Govintranet.
We have purchased a license for ACF Pro.
This is the process I’ve gone through so far:
Uploaded Govintranet theme.
Activate default theme (not Govintranet)
Uploaded ACF Pro
Activated ACF Pro
Activate Govintranet Upgrade plugin
Run plugin.
Receive: You must activate the Advanced Custom Fields Pro plugin.
What am I doing wrong as ACF Pro is active but no custom fields are displaying on pages I have added them to
If I activate the Govintranet theme i receive a fatal error when the upgrade plugin is active:
Fatal error: Cannot redeclare cptui_register_my_taxes_news_type() (previously declared in /home/dcerco/public_html/cafe/wp-content/plugins/ht_g4_upgrade/ht_g4up.php:15) in /home/dcerco/public_html/cafe/wp-content/themes/govintranet/functions.php on line 1761

No custom fields display on the front end.
What version is the theme from the main download? It says 4.0.3 in my dashboard.
Is it ACF Pro ready or do you need to upgrade it after uploading?
Or is there someone with more up to date documentation for setting up the current 4.0.3 version?
Are any other users of this theme able to help / direct me towards a solution?
Hello. If you are installing for the first time then you don’t need to run the upgrade routine.
Take a look at the first time installation guide.
